2-Step 2: Bring to an Intense Simmer Place your saucepan over medium-high heat and bring the mixture to an intense simmer, just below the boiling point. This is a crucial moment that requires your full attention. Stir often during this phase to prevent the rice from sticking to the bottom of the pan and to keep the milk from forming a skin on top.
